		<description>Pretty good essay on the situation. You left out some of Regency&#039;s unscrupulous behavior in an attempt to gain favor for their poorly design project. Your sales tax generation numbers are incorrect. reps from Regency Centers (the builder) have skewed the RST projections for the project. They estimate the project when completed and filled with tenants would generate about $1 million in per year RSTs for the city. That is if the project is fully tenanted- considering the economy,  no guarantee. The Target alone supposedly would generating about $400K. We already know that this estimate is over blown. Based upon data from the Rohnert park Target store, a more accurate sale tax estimate estimate would be about $200K per year. Keep in mind that a portion of sales are generated from, what they call, secondary markets, people coming from outside the city to shop at Target. Hence, with a target located in Novato and one in Rohnert Park, a secondary market doesn&#039;t exist for Petaluma. Also keep in mind, that a substantial amount of sales from a new Target store will be taken from existing stores in Petaluma. Stores like Kohl&#039;s, Kmart, Gap, Banana Republic, Peir 1, etc.

Unfortunate the project does not comply with Petaluma&#039;s General Plan and the sites &quot;mixed-use zoning&quot;. Rather, It is a &quot;commercial retail&quot; project.

Presently, Petaluma has nine shopping centers of the same type as what they are proposing. A basic bigbox shopping strip plaza. Vacancies in almost all of them. Petalumans need to think hard and long... how and why we would be approving more of the same, if existing centers are struggling.</description>
